The primary responsibility of the RTO is to enforce the Motor Vehicles Act of 1988, which involves tasks such as monitoring pollution, collecting taxes, and enforcing road transport rules. Similar to other states, Assam has a government-run organization called the Regional Transport Office that oversees traffic operations in the state. In Assam, the acronym RTO, which stands for Regional Transport Office, is commonly used to refer to driving on roads or obtaining a driver’s license. The current head of the department is known as the “Commissioner of Transport,” who reports directly to the government of Assam. Initially led by a government Secretary, the position has evolved over the years to include a Commissioner & Secretary, and now a Principal Secretary. To keep up with the changing needs of the state, a separate department named “Transport Department, Govt. The Transport Department in Assam was initially managed by the Home Department until the late 1950s, with the affairs overseen by a police officer holding the rank of Inspector General.
